About the role
The purpose of this role is to support the timely and effective finalization of allocated goods and/or services in accordance with approved procurement policies, procedures, and project requirements, while ensuring accurate and efficient processing of Purchase Orders and other related procurement activities.
Responsibilities
STRATEGIC:
Support in developing the list of goods and services required for allocated projects, including required timelines and delivery lead times, in coordination with the Procurement and Project teams.
Prepare and issue Requests for Quotation (RFQs) to qualified suppliers, ensuring that relevant project documents such as specifications, drawings, schematics, project details, scope of work, and applicable LOI terms and conditions are included.
Ensure that all invited suppliers receive consistent and complete information to provide comparable and competitive quotations.
OPERATIONAL:
Follow up with suppliers to obtain quotations within the required timeframe and assist in the analysis and comparison of commercial offers in accordance with established procurement policies and procedures.
Review client and project technical requirements and compare supplier/manufacturer quotations against the specified requirements. Highlight any deviations, exclusions, or comments to the Design and Project teams for further review.
Coordinate with suppliers and manufacturers to arrange technical and commercial discussions, in coordination with the Design and Project teams, and support the preparation of techno-commercial -comparisons.
Support the Procurement Engineer/Category Manager in supplier negotiations to achieve competitive pricing, favorable payment terms, delivery schedules, and appropriate commercial conditions while maintaining professional integrity and compliance with company policies.
Assist in sourcing and purchasing goods, materials, components, and services in line with approved project budgets, quality requirements, delivery schedules, and procurement procedures.
Obtain the required Indent/Material Request from the Project team, ensuring that relevant documents such as BOQ, approved drawings/documents, Consultant comments/approvals, specifications, and required delivery dates are available before initiating the procurement process.
Review purchase requisitions/indents for completeness, accuracy, and clarity. Follow up with the Project team to obtain any missing information or documentation required to proceed with the procurement process.
Maintain proper records of RFQs, supplier quotations, technical clarifications, commercial evaluations, negotiations, approvals, and other procurement-related documentation.
Coordinate with suppliers and internal stakeholders to follow up on quotations, technical clarifications, order status, delivery schedules, and other procurement requirements.
Assist in preparing Purchase Orders, Letters of Intent, and other procurement documents in accordance with approved commercial terms and the company's Delegation of Authority (DOA).
Monitor supplier performance in terms of price, quality, delivery, and responsiveness and escalate significant issues to the Procurement Engineer or Category Manager.
Ensure all procurement activities are carried out in accordance with company policies, procedures, approved budgets, project requirements, and applicable procurement controls.
Provide regular updates to the Procurement Engineer/Category Manager on the status of assigned procurement packages, pending quotations, technical clarifications, negotiations, and purchase orders.
Support the Procurement team in market research, supplier identification, price benchmarking, and maintaining an updated supplier database for construction materials, equipment, and services.
Qualifications
EDUCATION:
Minimum: Diploma in civil engineering
Preferred: Bachelor in Civil Engineering
EXPERIENCE:
Minimum of 1 year experience in relevant procurement category of engineering.
KNOWLEDGE & SKILL:
• Knowledge of Procurement terms and conditions.
• Knowledge of contracts and techno-commercial issues
• Self-managing with the ability to work independently.
• Well versed in the use of MS Office and all appropriate software.)
• Good understanding of techno-commercial issues
• Good negotiation and communication skills
