Job Description:
Parsons is seeking a highly accomplished Strategic Transport Planning Manager who will serve as the organizational and commercial leader directing a high-caliber team of Transport Planners within our growing infrastructure consultancy practice. This role is tasked with steering major multi-disciplinary transit schemes, balancing high-level commercial strategy with the technical oversight required to deliver integrated rail, highway, and active mobility networks.
What you'll be doing?
- Leadership & Team Management: Direct, manage, and scale a team of Transport Planners, overseeing resource optimization, performance management, and the delivery of multi-modal engineering schemes.
- Commercial Strategy & Bid Management: Lead high-value regional and national transport planning tenders, defining commercial scopes, pricing strategies, and resource allocation to drive business growth.
- Multi-Modal Portfolio Oversight: Provide strategic direction across concurrent mass transit (rail, metro, BRT), highway design, and Non-Motorized Transport (NMT) frameworks from feasibility to delivery.
- Key Client & Stakeholder Management: Act as the primary executive contact for municipal government entities, transit authorities, and major private developers to negotiate complex approvals and secure scheme clearances.
- Internal Cross-Disciplinary Integration: Serve as the central transport planning conduit within the firm, collaborating directly with leads in Master Planning, Urban Design, Civils, Environmental, Structures, and Utilities to deliver unified project outcomes and highly competitive joint bids.
- Technical Quality & Governance: Establish project delivery standards, ensuring technical outputs—ranging from strategic travel demand modeling (VISUM/CUBE) to rail capacity analysis (OpenTrack)—meet regulatory requirements and client specifications.
- Innovation & Industry Leadership: Champion the integration of Transit-Oriented Development (TOD) principles, sustainable micro-mobility, and smart transport technologies across all practice portfolios.
What Required Skills you'll bring:
- Experience Baseline: Minimum of 15+ years of progressive professional experience within an engineering consultancy environment, including a proven track record of managing senior technical teams and multi-million-pound project portfolios.
- Education: Master’s degree in Civil Engineering, Transport Planning, Urban/Regional Planning, or a related quantitative engineering field.
- Professional Chartership: Full Chartered status or equivalent professional registration with a recognized global body (e.g., CIHT, TPS, ICE, or regional equivalent) is mandatory.
- Technical & Commercial Acumen: Deep understanding of both macro-level transport planning (rail operations, capacity analysis, highway networks) and the commercial metrics of running a successful consultancy practice.
- Core Competencies: Exceptional executive communication, political navigation, bid win-strategy planning, and conflict resolution capabilities.
